The Children’s Hospital Public Economy Model

In the XIX century, the great French writer and philosopher Victor Hugo in his immortal novel Les Misérables introduced a profound idea of Social Beauty. He believed humanity could build a world grounded in justice, compassion, and cooperation. Though it may appear today as little more than a dream, this ideal has been brought to life in certain children’s hospitals. The article shares these experiences with warmth and insight, reflecting the author’s fifty years of experience in medical practice around the world. The purpose of this article is to explain the Children’s Hospital Public Economy Model (CHPEM) and its underlying principles. More than a conventional economic model, it is a philosophical and conceptual system that integrates ethical and human-centered principles, fostering hospitals as living, compassionate, and sustainable organizations. CHPEM enables hospitals to function as caring, resilient institutions, guiding them to prioritize both effective treatment and the dignity and meaningful life of every individual. The CHPEM is an altruistic, democratic, publicly-funded, geographic/population-based, collaborative social and economic model whose primary concern is to meet the needs of children in a most kind and appropriately efficient way. It is guided by an accurate and positive view of Human Nature. It is cost-based, rather than price-based. It is led by altruistic natural leaders who among other positive attributes are the least corruptible among us. These leaders present an appropriate annual budget to the public and the public’s government. The salaried staff are motivated by moral incentive, as opposed to monetary incentive. The entire network of children’s hospitals is guided by an altruistic spirit and work ethic and an emphasis on accountability, fairness, and trust. The CHPEM is dedicated to the fundamental principles of science, medicine, ethics, and democracy. It generates Social Beauty and provides a most precious freedom.
