Dynamics and volume assessment of medical care provided to patients while ensuring forced security measures and treatment in the Republic of Belarus

Abstract

Introduction. The relevance of organizing medical care for patients while ensuring compulsory security measures and treatment is due to on the one hand, the need to organize psychiatric care to protect society from individuals prone to committing socially dangerous acts, and on the other hand, to ensure the rights of patients, their safety and ability to be adapted, not to lose their last chance to remain in the familiar micro-society. The aim of the research — to analyze the dynamics of the volume of medical care provided in outpatient and inpatient settings in order to implement compulsory safety and treatment measures in the Republic of Belarus to justify the development of a patient-oriented system of its organization. Materials and methods. The assessment of the long-term trend in the dynamics of the volume of medical care in outpatient and inpatient settings for the purpose of implementing enforced safety and treatment measures was carried out on the basis of calculating the average annual long-term growth/reduction rate (the weighted geometric mean of average growth/reduction rates). Results and discussion. From 2019 to 2023, the number of patients requiring medical care in outpatient and inpatient settings for the purpose of implementing compulsory security and treatment measures increased by 19.7% (from 2,384 to 2,853 people). The trend in the dynamics of the number of patients requiring medical care in outpatient and inpatient settings for the purpose of implementing forced security and treatment measures was characterized by an average degree of growth, the average long-term growth rate was +4.6%. Conclusion. Analysis of the dynamics of the volume of medical care provided in outpatient and inpatient settings for the purpose of implementing compulsory security and treatment measures in the Republic of Belarus indicates an increase in the need for this type of care. The organization of specialized care in the context of optimization of the healthcare system requires not only improving organizational technologies at different levels and conditions of providing medical care, medical rehabilitation and medical prevention, aimed at ensuring a patient-oriented approach in its provision, but also constructive interaction between the healthcare system and legal bodies (judicial) on the issue of appointment/cancellation of compulsory security measures and treatment of patients.
